Place de L'Etoile, one of the last major development sites in Luxembourg City, could be transformed into hundreds of luxury flats under new plans being drawn up by its Middle Eastern owner.

The landmark housing scheme would bring to an end a long-running saga about the future of the site, which has lain empty for years.
